The CEN technical report gives a number of design solutions on how a spectator viewing area should be designed for people with disabilities and special needs. It applies to all spectator facilities including sports grounds, stadia and entertainment venues whether permanent or temporary. Regarding guidance on the minimum acceptable scale of provision of wheelchair spaces in newly constructed stands, the report provides the following:
eated capacity of stand or stadium | Number of wheelchair spaces |
Under 10,000 | Minimum of 6 or 1 in 100 of seated capacity (whichever is greater) |
10,000 to 20,000 | 100 plus 5 per 1,000 above 10,000 |
20,000 to 40,000 | 150 plus 3 per 1,000 above 20,000 |
40,000 or more | 210 plus 2 per 1,000 above 40,000 |
Special note on “Design for All” – European Commission and Mandate 42: Europe is promoting a “Design for All” approach to the built environment so that buildings and public spaces are readily usable by as many people as possible and accessible to all. Despite the diversity in the specific technical solutions, at a functional level, disabled people have similar accessibility requirements across Europe. This work is being progressed through the European Commission and Mandate 420 with CEN as a key partner.
